Validation of certified expert in cultural values
The expert performs the inspections needed to verify that society's requirements for the preservation of cultural values according to Chapters 2 and 8 of the Planning and Building Act are met, if it is specified in the inspection plan.
A brief description of the profession / competence
In order to act as a consultant or to carry out design of buildings in general, no certification is required in Sweden.
The expert should be able to insert, analyse and interpret buildings in a cultural-historical context. In addition, the expert shall have knowledge of:
- older building techniques and materials used in Sweden
- architectural history and building tradition
- restoration theory and history.
Certification may be provided for
- N Competence for normal inspections
- K Competence for more qualified inspections.
Qualification Requirements
The expert shall have knowledge of and understanding of the various claims that may be placed on a construction works upon alteration.
For both N and K competences, the applicant is required to have knowledge of the Planning and Building Act (2010:900), PBL, the Heritage Conservation Act, etc. (1988:950), KML, the Planning and Building Ordinance (2011:338), PBF, and the regulations and regulations issued under these laws, as well as Boverket's general advice on alteration of buildings, BÄR (1996:4) or equivalent applicable rules. Furthermore, knowledge of the relevant parts of the Environmental Code (1998:808) and regulations issued with the support of it are required. Particular emphasis should be placed on the parts of the regulations that apply to the alteration of construction works.
N competence
In order to be qualified for N Competence, the expert must have either
- a higher education degree with a cultural-historical orientation that includes at least 180 higher education credits, of which at least 90 credits with building antiquarian orientation
- architectural degree comprising or supplemented by 60 higher education credits with building antiquarian orientation
- a higher education degree with a structural engineering degree (structural engineer) including or supplemented by 60 higher education credits with a building antiquarian orientation, or
- certificate that the expert has theoretical knowledge corresponding to the educational requirement through many years of professional activity.
In order to qualify for N Competence, the expert must have performed at least three years' work, including one during the last three-year period, with tasks that substantially include cultural-historical valuation of buildings.
The expert should be suitable for the task.
K competence
In order to be qualified for K Competence, the expert must have either
- a higher education degree from a building antiquarian program comprising at least 180 higher education credits
- an architectural degree comprising or supplemented with 90 higher education credits with building antiquarian orientation
- a higher education degree with a structural engineering degree (structural engineer) including or supplemented with 90 higher education credits with a building antiquarian orientation, or
- certificate that the expert has theoretical knowledge corresponding to the educational requirement through many years of professional activity.
In order to qualify for K Competence, the expert must have performed at least three years' work, including one during the last three-year period, with tasks that substantially include cultural-historical valuation of buildings. The expert should also have worked on cultural history impact assessment of alterations and inspection of cultural values when alteration construction works.
The expert should be suitable for the task.
How to get your qualifications or education from another EU or EEA country assessed and validated
Foreign education and professional experience will be assessed and validated by the Swedish Board of Housing, Building and Planning, Boverket, which will then issue a decision on recognition of professional qualifications.
After receiving Boverket's decision on recognition of professional qualifications, the applicant can turn to an appropriate certification body, which examines the other prerequisites for certification.
