European Single Procurement Documents, ESPD

The European Single Procurement Document, ESPD, is a standardised self-declaration for suppliers.

The self-declaration is a standardised document and represents preliminary evidence that a supplier complies with qualification requirements and should not therefore be excluded from a certain procurement.

If required for further administration of the procurement, the procuring authority requests the documents for which it has specified requirements. It is usually only the winning supplier that is requested by the procuring authority to submit relevant certification for scrutiny.

The procuring authority shall accept the ESPD with procurements that are covered by the EU Procurement Directives. However the procuring authority is under no obligation to accept the ESPD with procurements that are not covered by the directives, for example with procurements below the threshold value or with direct procurement.
