Tendering process
After a contractor the tendering process begins by selecting a tender to apply for and obtaining the request for quotation (RFQ) documents. The contractor then submits the required information for the tender in compliance with the RFQ. After this the developer, in its capacity as the client, evaluates which contractor(s) are to be awarded the contract.
Based on the RFQ documentation, the contractors calculate a price and submit a tender to the client. The client then evaluates the various tenders that have been received, and chooses the contractor(s) that have submitted the best price or best proposal.
Public clients such as municipal and national developers are obliged to comply with special rules for public procurement. These are in the Public Procurement Act, 2016:1145. For example, in public procurement only tenders exactly following the RFQ documentation can be considered for the contract. For private clients, there are no special rules for how the tenders shall be reviewed.
